Gross expenditure by Departments for Child Welfare Services (“Aide sociale à l’enfance”) amounts to €11 billion per year. Approximately three-quarters of this budget, around €8.8 billion, is allocated to placement measures, excluding preventive and educational interventions. The cost of placing a child represents one of the largest expenditures for Departments. Institutional care ranges from €40,000 to €60,000 per child each year, and available case studies show an average placement duration of 4.6 years. This brings the average total cost of a single placement to more than €230,000. |
