Rationale for using outcome based finance - (Value) | In Outcomes Funds, payments are made upon the achievement of pre-specified results measured by a third-party evaluator. This ensures that funding is spent to finance measurable results, improving the value-for-money offer and the effectiveness of ECCE spending, and unifying the evidence towards which ECCE programmes in the country oriented. The programme will have a wider set of indirect impact as well, strenghtening the available evidence and capacities of now only GoR, but the wider ECCE ecosystem. |

Outcome Metrics 3: Notes | Together with the ECCE measurement expert, EOF defined the most appropriate tool to measure holistic child development outcomes. This metric will be measured using the International Development Early Learning Assessment (IDELA), which has already been successfully implemented by Save the Children in Rwanda. However, before finalizing its use for an OBF program, a piloting and adaptation process is being conducted to ensure its suitability for this specific context. Payments for this metric will be attributed to an increase in the average score of the selected measurement tool. The decision on the exact unit of how these increases will be measured will be defined once the evaluation methodology is recommended. |
